The intelligent agencies have warned the govt that this was likely to happen. Btw, who is in charge of prison system federal or provincial governments?

I presume it should be provincial governments. Intelligence agencies had warned the provincial government, isn’t it the responsibility of intelligence to foil these attacks as well?
