If there was an agreement sponsored by army IK and TUQ would not have even arrived in Islamabad, I think that they realised that they would not be able to bring 1 million people each which they had claimed, and their egos had been shattered. They have therefore sought a face saving way out and the army may have provided it. They could not have have sought to achieve anything without the support of the army, and the army it seems wants to pressurise PML N but not topple it.
