This shouldnt be right. Its all about conditions. For example, in west there is heating everywhere. Wooden buildings with thick insulations. In East its not the case. There are manual heaters and cement houses/offices. Other numerous challenges too. So everything is as per its own environment. For some, even 0 degree is a lot and it should be.

Haha..at zero we go out in shorts..there aren’t any heaters outside. Have you seen bikini skiing..
