I don't know how easy it'll be to find, but there's this Indian cream that's called Krack... it is EXCELLENT for cracked heels. My sister's a fan and her heels got super-smooth. If not that, you can try the other remedy that my mom's been using for years: glycerin mixed with rose water and lemon. I think the proportions have been mentioned in another thread here, but this mixture works wonders.
My mom used to make this mixture and its really effective, specially in winters it helps in moisturizing ur skin and improve the complexion. I searched for glycerin today but wasnt able to find it. I will look for it again IA!

All of the remedies mentioned above are great. The soaking in water and exfoliating works wonders.
But if you want to try a lotion off the shelf; Flexitol heel balm works well too.

Scholl Cracked Heel Repair Cream is brill. If you use it with cotton socks at night , it can help create a more intense treatment.
