On 10 May, the U.S. consul in Santiago and head of the Visa Section, Bill Whitaker, escorted through the halls of the embassy Mohammed Saif Ur Rehman Khan.

US embassy official in Chile won’t testify on terror suspect

The consular official who escorted Pakistani citizen Mohammed Saif Ur Rehman Khan at the US Embassy in Chile before his arrest on weapons charges has** not testified in the case,** claiming diplomatic immunity.

Consular official William (Bill) **Whitaker **identified himself as “Mr. Bill” at the time he led Pakistani national Mr. Rehman Khan to a small room in the embassy compound. Later he asked to photocopy his documents and requested to have his cellular phone. He left, leaving the door locked. About half an hour later Mr. Khan was arrested by personnel from the embassy on charges that traces of Tetryl, a rare explosive material, had been detected in his phone.

The American consul, who was instrumental in the arrest of Mr. Khan, has not testified before the prosecution, claiming that embassy officials who participated in the arrest have diplomatic immunity. With this, it remains unclear why Whitaker called Khan to the embassy and what details of his background were available to the US Embassy.

The prerogative allows diplomats to avoid trials and investigations in foreign countries, and they can only be requested to answer questions in the courts of their own country.
Upon his arrest, Mr. Khan was formalized on charges of violation of the law of arms and explosives and the Chilean Ministry of Interior further charged him on grounds of a terrorist conspiracy linked to radical Islamic groups. Chilean police proceeded to investigate Mr. Khan’s residence, belongings and connections, and did not find sufficient evidence to maintain his detention. He has been released, detained again, and released a second time by the Court of Guarantees. Later, the Court of Appeals confirmed his provisional release on 8 June. Mr. Khan must remain in Chile until the end of the investigation. The refusal of Embassy officials to testify impairs bringing this matter to a close.

Although embassy officials had refused to testify, Mr. Stanley Stoy, the FBI representative in Chile, voluntarily gave up immunity and allowed a few questions. According to sources from the Public Ministry, in this occasion Mr. Stoy spoke only obliquely of what happened during the security operation at the embassy. When asked about details of the procedure, he apologized saying that those were internal matters of the embassy.

Mr. Khan, is 28-year-old, he studied hotel management in Islamabad, Pakistan, and in the UK. He said that a former teacher had suggested to him to travel to Chile to study Spanish and work in a hotel. Before traveling to Chile, he visited a brother in the United States using an American visa.

After arriving in Santiago, he got a room in a boarding house and enrolled in a six-week Spanish language course. Later, he got a job at a hotel to work as a front desk clerk. He got a few friends, was attending a local mosque and started dating a Chilean woman.
“I was living a normal life,” he said in an interview.

On May 7, several Americans visited the mosque at the time he was just ending his prayers. They wanted to talk with someone at the mosque who could speak English. “They said they wanted to talk about religion”, Mr. Khan declared.

Three days later, on May 10, he responded to the request of the US embassy to bring his documents for verification and was arrested on charges of possession of explosives and being suspected of terrorism.

It is very obvious why now the consul would invoke diplomatic immunity, to save their behinds and to save the trap they laid for Arkam and everyone involved. If they involved Chilean authorities then they must participate in full investigation and court proceedings otherwise just remove the case against him.

Breaking News: U.S. ambassador in Chile, Paul Simmons has been sent home and replaced with Alejandro Wolff.

Wolff, a career diplomat, also has been executive assistant to the Secretaries of State Madeleine Albright and Colin Powell.

I am truly shocked that this ‘terrorizing’ bhindian accent is allowed in America & that too by a journalist??? What a joke!!! Why didn’t that guy answering questions kick him out for making us feel so gross, not only by his accent but also the direction he tried to take the whole press conference to…. His accent almost made me puke…..yucckkkkk….. I mean, since when has America allowed people with this kind of accent roam about freely in public? I don’t know whether to laugh or shoot him for making us feel so disgusted with English language.

This does not mean however, that all Indians are like that... Its a global media thing...and maybe they just jump a bit further than the goras themselves. ^^ akram, there was no pakistanophobia since before 2005 when indian terrorists infiltrated on Pak soil at an alarming rate & caused unrepairable damage to our people & land but the common pakistanis were kept ignorant about the whole thing. none of the pakistani channels havereported where so many non muslim indians were caught pretending to be muslims / pathans / taibans. they would pray exactly like muslims, read quran, tasbih. but no pakistani channels reported about any such single incident. this is the extent of indian terrorrists control on pakistani soil.... which stregnthened specifically after 2005.

do you know they have instructed my isp to block my internet services. i am paying for my services but do not have them. i am guessing that the owners of this site have provided them my ip address through which they have done this. they do not want pakistanis to know the truth about indian hypocrisy and the terror which they are causing on pak soil.

I think you're brother was / is much lucky & blessed for being in a non-arab country which claim to have'shariah based system but in reality, it is jungle rule which they follow there. Anyone disliked by the any member of the royal family or someone with any 'waasta' or connection with the royal family can suffer imprisonment, torture or even death. Pakistan's justice system is not as fair as the west but still it is not as ugly as the arablands either where any non-arab (muslim or no muslim) is treated as sub-humans if not liked by a native arab.

Parents of this girl I know who suffered injustice (Other than verbal & physical abuse & mental torutre) in UAE are still trying to get a clue of the reason why she was sent to prison in 2008 & why she was deported to Pakistan with a life time ban on her passport despite the fact that she along with her family lived in the UAE for almost 23 years & committed no crime.

You video says that the Chilean public has supported saif. In UAE (Or any arab country for that matter), the public cant imagine to support the oppressed fearing the same treatement or worse consequences. Local court of one of the state denied to take case against the government organization whose officials were responsible to cause that injustice to this Pakistani girl because she did not bow down to their commands. The parents of the girl were told to approach the same government organization for any kind of 'reconciliation'. Parents did that too but were told off quite harshly & made to leave with nothing explained to them as to what crime the girl had comitted to suffer that.

This is a muslim country country with complete 'shariah based government system' for you. The same kind of system which talibans want have implmented in Pakistan. The end of times are near, I tell you.

The bad bad evil west is much more superior than any of the muslim countries because of their strong & fair justice system. Something which our talibanic supporters fail to understand. The only thing they seem to be concerned with is killing killing & more killings so that they could finally see all the men in beard & all the women in burka. Or is there more to taliban's version of Islam but Im missing it?

Oh well, in presnt Pakistan, the justice system is not as fair as in the west but atleast we still have hope that there are people who have the liberty, freedom & courage to try & fight to provide justice for you. Which we do not have in any of the 'shriah based government' system & we would lose that hope in Pakistan with talibans rule (God forbid).

^ Well said. This is what many fail to understand. Rule of law and freedom of speech are what sets many countries apart. The state of affairs in many so-called Muslim countries are so pathetic that one does not even want to pass from there let alone live there.
