The answer to your first point is politics. Clamp down on MQM, ANP, and PPP and lets see what happens in Karachi. The situation in KP is out right terrorism instead of political vendettas.
Fine, create a non-ethnically oriented province – what is the objective here? What would be the new efficiences of these new non-ethnic provinces? If there is a study that indicates any value to be gained, then I’d to read that article.
