^ i agree stopping such large sums going into pockets in one go, just needs will to say no, and avoiding “temptation”.
but then such large “orders” do not happen every month or even every couple of months. and secondly, most of the time, such scandals come to light only after few months if not years.

The point is that such large scale corruption can happen only if the top executives are also involved and taking their slice. If they do not, then large scale corruption (which amounts to 80% of total corruption) can be eliminated or the top executive would be eliminated.
