Post a close up of one of the burners . I have dealt with many kind of stove top. I have been assigned the duty by my wife to clean them always. Once I see a closeup of one of the burners I might give you some ideas.
If you spray oven cleaner on those spots lavishly to the point that it starts running and leave it there for 30 minutes. You can easily scrub away all kinds of spots. Do not let the oven cleaner dry , if starts to dry , spray some more. Going forward you best bet will be to use aluminum foil to cover all the surfaces where food can spill while cooking or boiling and throw that foil when you are done.
