Yes they are. When a drone is fired on a house, all you hear about in the media is that ‘Alqaeda number 2/3/4 was killed in a drone strike’. You never hear about the collateral damage. Common sense dictates that a house will have a family living in it, women, children and all, and if a missile is fired at the house, yes, a terrorist may die in it, but so will innocents.
For Mr. CENTCOM, just because someone is opposing US aggression in Afghanistan/Iraq etc, doesnt mean they are siding with the Taliban/Alqaeda. 99% of Pakistan hates and opposes suicide bombers.
