Capital punsihement has only one flaw ... murderer of one person and of 20 people gets the same punishement ...
It's not a flaw. It's just another solid proof about the validity of day of judgement when the ultimate justice will be served. This world is a place where you yourself must have observed injustice, where many a times those who deserve something are deprived of it but those who are not capable of the very thing are made custodians over all people. That only tells us that there sure will be a day when the ultimate and final justice will be served.
Now, coming back to the punishment of cutting of hand in the initial post, bear in mind that there are pre-requisites to carry out that punishment and pretty strong ones, may I add :)
