Dope correction about the Green Cards. Thats actually gotten easier, atleast for tech jobs. They cut down the number of years by 2 or so, so after application, you can reasonably expect to get it in 3 years. Am speaking from the experience of my friends.
Sarah assuming your first concern is working for a research group affiliated with a govt agency, you most often dont need citizenship for that. Defence and even Security related projects in universities and independent research groups are all done by regulation F1 students.
Btw it didnt strike me when I was talking to you, but if you're interested in policy, why dont you target RAND?
