I doubt the deal is $5bn, Pak's defence budget is some $4.2bn dollars in total.
Ideally funds would not have to be wasted on arms, but the reality is that Pakistan is in a very dodgy neighbourhood where all residents are well armed and improving further. We have to keep pace.
