He may be able to buy off some upstanding world economic and military powers (Mongolia, Poland and Djibouti) into agreement with his foreign policy but will be given a rough time in Europe and will be rightly derided for his and his administrations momentous mistakes since 2001.

I don't think they actually asked for an ovation.. that's just childish, and stupid. They probably made the proper calculation that he wouldn't be received in a PR friendly way and decided to pull out.. the Mirror is just playing with the way it's source told the story.
Now on the no protest demand, that's believable and regular. Bush's team has often taken drastic measures to prevent protests anywhere near him. In America the law allows for cordoning off a limited area for security reasons, ex: protesters are allowed on the other side of the street, but they have set roadblocks 2 miles out before.
