second part clearly shows that there were people praying taraweeh in smaller groups (congregations), it means it was not only allowed but practiced. Umar (R) just put those small groups and individuals in one big group. I am not sure what the confusion is here. Why Umar is accused of wrong doing when all he did was to ask people that instead of having small congregations, get together and pray as one big community
