firstly its a 'leak' and as we all should know in actual fact there never are any leaks. this statement could indicate something or nothing. theres not much to be learned from it alone till other moves are made. i get the impression the US is happy to get its military adventures termed as 'failures' to hide something or achieve other objectives including for use as psycho-ops.
if it does happen to be the start of a low key presence in the sub continent, the pace will pick up again once the financial turmoil eases in the west
