I don't agree- I think she pulled it off really well. So what if it doesn't show as a gharara- it looks good nevertheless. It's classy with gorgeous colors and since she's tall and skinny, she looks like a model in it.
She's just a bit too tall and skinny to make the gharara work, and having the shirt that short isnt helping either, otherwise its cute. Ghararas have longer shirts, shararas and lenghas with no jor look good with short shorts.
