for saris she does ..and for formals i dont know..but for bridals she does not cus my friend just got her dress made for her and bunto told her she would not even make short sleeves..they have to be atleast till her elbow.
I was at a wedding a year or two ago where the bride wore a Bunto Kazmi lehenga, with a hip-length blouse, short sleeves just a little bit longer than cap sleeves, and an open decolettage. The only thing that made it look like a Bunto outfit was the typical kaam.
I wouldn't be surprised if she did sleeveless bridals on request too.
