Now that he is dead, there is little point in saying the truth about him. May Allah forgive his sins. Atleast Fahd did renovate the two holy masjids with great fanfare and truly made them incredibly beautiful and comfortable for the visitors. If nothing else, that deed alone should get him quite a few sawabs.
