Blix: "US is misquoting my Iraq report"

sigh

i am not certain how the reporters of the SMH (and the NY Times) put a spin on this one. "Statements made so far are not backed by concrete documents and concrete facts" - This was Blix in reference to the US claims of associations between Iraq and al Qaeda. All SMH has done is published his views. Blix also stated that his comment that Iraq should cooperate more should not be viewed as akin to attempts by the Iraqi govt. to cheat. Why is it so hard to accept these particular statements by Blix, but when he comes out stating that Iraq should cooperate more, that's digested far more easily? No spin there, right?

sigh Anyways, since i am as stubborn as anything and i see no hope of either party budging from its position, let's agree to disagree.

Blix is making good progress in obtaining co-operation from the Iraqi Authorities. It also seems that the unsubstantiated statements emanating from the Bush Adminstration arent worth the paper their written on.

Iraq is making an effort, says Blix](http://www.iol.co.za/index.php?click_id=123&art_id=qw1044615421393B262&set_id=1) Independant Online

Vienna - Chief United Nations weapons inspector Hans Blix said on Friday that Baghdad was apparently making an effort to co-operate with UN arms inspectors seeking evidence in Iraq of weapons of mass destruction. “It seems they are making an effort,” Blix told reporters in Vienna, where the UN’s nuclear watchdog, the International Atomic Energy Agency (IAEA) is based. …

Whoopee. After 12 years of playing dodge ball they are showing improved signs of cooperation. After repeated Security Council Resolutions that chastise Iraq for non-cooperation and Blix' own testimony that Iraq is not being forthcoming. After 1441 DEMANDS full compliance. Finally 1 scientist is allowed to be interviewed without Iraqi interference. I'm sorry for all the apolgists out there, but i think it's too little too late. These scientists should have been lined up at Blix' door months ago. Iraq should have already provided the evidence of the destruciton of thier WMD. They are dragging their feet after being told in no uncertain terms that there wasn't time left to drag their feet. 1441 requires full, complete and honest cooperation with weapons inspectors or else. Looks like they have chosen to face the "or else".

Permit weapons inspectors into the country - Iraq has cooperated with this request (even though the last time they were there, they were spying for the US and thus far exceeded their mandates under UNSCOM)

Permit unannounced inspections to every plant and facility in the country - Iraq has cooperated with this request.

Permit inspections into palaces - Iraq has cooperated with this request.

Permit interviews between inspectors and Iraqi scientists - Iraq has begun to cooperate with this request.

Under the initial terms of the embargo, the sanctions should have been lifted by the Security Council subsequent to Iraqi forces leaving Kuwait. Unless i am mistaken that occurred 12 years ago. Who's not cooperating here?

Nadia i can remember i wrongly accused you of thinking that Saddam was alright by you and i remember you coming back straight away to refute it.Well i dont think the sanctions where a good thing and i dont think anyone else on this forum does. However sanctions are not the begining and end of the whole story and it appears to me that you are not prepared to listen to anything else because sanctions happened and that is a greater crime than anything else.
If this is the case, apart from dropping the sanctions, what do you think should happen, are you alright with the Iraqi people living in fear of this bully boy,is it alright for the children of Iraq to grow up with no hope of change?

BraveHeart, You know i wish i had something new to say to you, somewhere where i have changed in my perspectives but i do not.
If in your above hypothetical scenario we drop the sanctions, i think we should leave the Iraqi people to determine their own lives. (....yes, i am getting to the part where i reiterate that they are all living in a dictatorship). i think we need to stop viewing the country in a paternalistic, patronizing sense (NO offense to yourself or anyone else), and let the people lead their own lives, reconstruct their country after our depriving them of their social and economic rights for the past 12 years.
As for the argument that it is a dictatorship - it is not the only one in the region.
(i guess we are back to square one again).

Because inspectors cannot find a needle in a haystack, Hussein apologists want to take the word of this madman. But after 4 years of claiming that he had conducted only “small-scale, defensive” research, Iraqi officials finally admitted in 1995 to production and weaponization of biological agents. This was only after evidence of their procurement and the defection of a former director of military industries.

After Iraq admitted to producing 19,000 liters of botulinum; 8,400 liters of anthrax; and 2,000 liters of aflatoxin and clostridium, no verification of destruction or amounts produced has been delcared.

Unscom said in 1999 that they had no confidence in Iraq’s accounting for biological weapons and that physical evidence is lacking, documentation is sparse or nonexistent, and coherence and consistency is lacking.

Blix said last month that Iraq’s new declaration contains little information that had not been declared by Iraq before 1998.

4 tons of chemical weapons are still unaccounted for; 20,000 litres of biological weapons are still unaccounted for, 20,00 shells for use in biological warfare are still unaccounted for; why Iraq was seeking to buy uranium in Africa in recent years? What happened to 550 shells filled with mustard gas and 150 bombs filled with biological agents that the United Nations could not account for in the late 1990s? Bottom line: Iraq never has fully accounted for major gaps and inconsistencies in its declarations and has provided no credible proof that it has completely destroyed its weapons stockpiles.

But Hussein apologists continue to talk of his cooperation. That’s right, after 12 years, a scientist is allowed to be interviewed.

What about the UN’s continued complaints of non-cooperation?

Key Resolutions

S/Res/1205 of 05/11/1998 Condemnation of Iraq’s decision to halt monitoring.

S/Res/1194 of 09/09/1998 Condemnation of Iraq’s decision to halt all UNSCOM disarmament work.

S/Res/1137 of 12/11/1997 Condemnation of Iraq’s behavior, imposition of travel ban.

S/Res/1134 of 23/10/1997 Condemnation of Iraq’s behaviour, further sanctions threatened.

S/Res/1115 of 21/06/1997 Condemnation of Iraq’s refusal to grant access and interviews.

S/Res/1060 of 12/06/1996 Condemnation of Iraq’s refusal to grant inspection access.

Not to mention what 1441 said about Hussein’s cooperation

*DEPLORING the fact that Iraq has not provided an accurate, full, final, and complete disclosure, as required by resolution 687 (1991), of all aspects of its programmes to develop weapons of mass destruction and ballistic missiles with a range greater than one hundred and fifty kilometres, and of all holdings of such weapons, their components and production facilities and locations, as well as all other nuclear programmes, including any which it claims are for purposes not related to nuclear-weapons-usable material,

DEPLORING FURTHER that Iraq repeatedly obstructed immediate, unconditional, and unrestricted access to sites designated by the United Nations Special Commission (UNSCOM) and the International Atomic Energy Agency (IAEA), failed to cooperate fully and unconditionally with UNSCOM and IAEA weapons inspectors, as required by resolution 687 (1991), and ultimately ceased all cooperation with UNSCOM and the IAEA in 1998,

DEPLORING the absence, since December 1998, in Iraq of international monitoring, inspection, and verification, as required by relevant resolutions, of weapons of mass destruction and ballistic missiles, in spite of the Council’s repeated demands that Iraq provide immediate, unconditional, and unrestricted access to the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC), established in resolution 1284 (1999) as the successor organization to UNSCOM, and the IAEA, and regretting the consequent prolonging of the crisis in the region and the suffering of the Iraqi people,

DEPLORING ALSO that the Government of Iraq has failed to comply with its commitments pursuant to resolution 687 (1991) with regard to terrorism, pursuant to resolution 688 (1991) to end repression of its civilian population and to provide access by international humanitarian organizations to all those in need of assistance in Iraq, and pursuant to resolutions 686 (1991), 687 (1991), and 1284 (1999) to return or cooperate in accounting for Kuwaiti and third country nationals wrongfully detained by Iraq, or to return Kuwaiti property wrongfully seized by Iraq,*

Blood of millions of people are on the hands of apologists and pacifists of dictators- from Hitler to Stalin to Pol Pot to Saddam. These pacifists never staged a single march to protest the massacres carried out by these dictators. But they flood the streets (and boards of gupshup) to protest any attempt to stop them.

seminole, you seem to be obsessed that there should be war against Iraq despite the fact that 1.7 million Iraqis have already died from sanctions, despite the fact that the IAEA has so far NOT found any evidence of Nuclear weapons in Iraq, despite the fact that the UN inspectors have NOT found any evidence of WMD, despite the fact that intelligence agancies HAVE NOT found any evidence suggesting Iraq is a threat to its neighbours yet alone to the US, despite the fact that most of Iraqs Military assets were destroyed during Operation Desert Storm, despite the fact that IRAQ has NOTHING to gain from invading any of its neighbours knowing full well that it would be like commiting suicide, despite the fact that millions of Iraqis have been forced to live under some of the lowest living standards in the world directly as a result of the sanctions, despite the fact that the Iraqi economy has been devastated by the economic blockade supported by the Bush Administration and it goes on and on and on.. Despite all the facts stating that IRAQ is NOT a threat, people like yourself are still committed to attacking Iraq. :disgust:

DhP :k: :k:
Thanks for your determination. It means a great deal.

"NOT found any evidence of Nuclear weapons in Iraq..."
No- just biological

"UN inspectors have NOT found any evidence of WMD"
No, they have't found the chemicals (back to the needle in a haystack). But Iraq lied for 4 years and hid chemicals from 91-95. And they haven't proven the destruction of the chemicals they admitted to having ever since.

"HAVE NOT found any evidence suggesting Iraq is a threat to its neighbours yet alone to the US"
Was there evidence before he gassed the Kurds? Was there evidence before he invaded Kuwait? Was there evidence before he fired missles at Saudi Arabia and Israel? All this posturing is to ensure there won't be another threat from Iraq again. That is what they agreed to after surrending and they are not following through with the assurances the victors demanded a decade ago.

"that IRAQ has NOTHING to gain from invading any of its neighbours knowing full well that it would be like commiting suicide"
You mean just like in 1991?

"despite the fact that millions of Iraqis have been forced to live under some of the lowest living standards of the world directly as a result of the sanctions, despite the fact the Iraqi economy has been devastated by the economic blockade "
The effects of the sanctions are not justification for Iraq not following through on its commitment to disarm - they are becasue of it. BTW, if Iraq exported 19.3 billion dollars of oil in 2000 that is $828 per capita. If average per capita income in Iran is $471, $387 in Jordan and $261 in Syria - why aren't children dying of malnutrition and diseases in the rest of the ME?

I did not say that I support a war against Iraq, nevermind obsessed or committed. I laid out Iraq's non-compliance and uncoopertion since their agreement to disarm 12 years ago and the probable consequences. If that means war to you, the US, the UN or Iraq then so be it. Don't put words in my mouth.

And please stop throwing around the alleged 1.7 millions deaths due to sanctions to imply that "Iraq has paid the price". It's not about paying the price - it's about 100% complete compliance to its obligation to disarm.

seminole, This is 2003 not 1991!!! Its about the ACTUAL FACTs as they are right now , NOT what the position was in 1991-5. You have blatantly ignored the fact that the UN weapons inspectors were highly successful disarming Iraq after the last war.

As for 1.7 million deaths well thats just the figures for children which the UN has officially accepted. If we include other Iraqi civilians than it must be well over 2 million Iraqis that have died as a result of war and sanctions and here you are trying to ignore these important facts.

Btw, I dont need to put words in your mouth, your posts and opinions prove to everyone here that you are very much supportive of the Bush Adminstrations doctrine which advocates a pre-emptive attack on Iraq. :disgust:

Thanks nadia for your kind words, its humanitarians such as yourself who have motivated others to speak up about issues effecting humanity.

Blix: Seeing a “Beginning” of Closer Cooperation](http://www.kcrg.com/article.aspx?art_id=51538&cat_id=152) KCRG 09 Feb 03

(Baghdad, Iraq-AP) – Chief UN arms inspector Hans Blix says he hopes he has “seen a beginning” of closer cooperation by Iraq with UN inspectors. After two talks of crucial talks in Baghdad, Blix said, “I hope I have seen a beginning of taking these remaining disarmament issues seriously.”

Blix and chief nuclear inspector Mohamed ElBaradei will report to the UN Security Council on Friday. Blix says he has received assurances that Iraq will step up the search for weapons and weapons programs and “relevant documents.” But they didn’t win agreement on using American U2 surveillance planes to assist with the inspections.

During the two days of meetings, the Iraqis submitted a number of documents which are still being evaluated. Blix says they related to outstanding issues of anthrax, VX nerve gas and Iraqi missile development. As to what happens next, Blix says he’d rather see more inspections than “some other solution,” referring to Washington’s threat to go to war. ElBaradei says he expects the Security Council to give the inspectors more time “as long as we are registering good progress.”
