It is indeed, yet it exists in all parts of Pakistan. From a small scale to a very large scale.
I have heard stories of ppl going to these peer fakeers for every little of their life problems.

I noticed the same thing when I was in UK.
Here too, the local Urdu newspapers have a couple of ads. The newspapers should really refuse such types of advertisements.
