Victoria Secret sells make-up, perfume, and lotions etc. as well. Even if she buys undergarments, hijabis need those things too. It’s not like she’ll be revealing those, or the use of those.
I think someone else has already suggested it, you can give her a gift certificate to the mall. Then she can use it in any of the stores.
