The dictator isn't going around claiming that he's running democracy. He's called it as it is. From what I've heard from his speech's - he keeps emphasizing that he's trying to keep national stability and steer the country towards democracy.
But its rich when a political party is fighting on a platfrom that they want to bring democracy back into town, when the leadership of PPP was decided upon by Pinkie's will, rather than the people's will.
