Though you are right that Pakistan has to do something to control population … maybe incentive (Rs 250,000 payment plus Rs 1000 a month) based sterilisation for females after 2 child (even 1 child would do) … or … incentive (Rs 50000 one payment) based Vasectomy for male under 30 … but still, underdevelopment problem is not due to population.
Pakistan is underdeveloped due to corruption, nepotism, malpractices, abuse of power, VIP culture, inequality in wealth and resources available (or distribution) to different classes, non-implementing laws (even existing bias laws) equally on all, and elites manipulation of country (and masses) to keep their elites life style intact by exploiting poor (making underdevelopment, dependency, illiteracy, ignorance, and poverty in country as weapons to keep unfortunate Pakistani poor exploited).
Religiously retarded mentality … due to wrong interpretation of Islam by ignorant so-called scholars and vested interests having influences over masses … also played a vital role in keeping country backward.
