Please, do care when passing every blame to army. Army is not stopping bloody civilians from generating electrical power, army is not stopping from starting development projects, army is not stopping from agricultural technology, import export. If PPP can't stop likes of Zardari/Rahman Malik from taking reign of party/country then they have no right to complain against army.

Dunya News: Pakistan:-AG submits agencies’ report on Balochistan…

Three-member bench of the Supreme Court led by Chief Justice Iftikhar Muhammad Chaudhry heard the case of target killing and poor law and order situation in Balochistan. Attorney General Maulvi Anwaul Haq submitted report from Inter Services Intelligence (ISI) and Military Intelligence (MI).
The next hearing will be in Quetta. The apex court while issuing notices to Attorney General, Chief Secretary, IG and Advocate General Balochistan, adjourned the hearing of the case till March 20.

Balochistan issue can’t be resolved without CM’s interest: CJ

**ISLAMABAD: Chief Justice Iftikhar Mohammad Chaudhry on Wednesday said that the law and order situation of Balochistan would not improve without Chief Minister Nawab Aslam Raisani’s interest, DawnNews reported.

**A three-member bench, headed by the chief justice, heard the case here.

The chief justice directed the concerned authorities to call a “Jirga” with collaborations of Sardar Ataullah Maingal, Khair Bakhsh Marri and other tribal leaders in order to resolve the issue.Attorney General of Pakistan Maulvi Anwarul Haq, Advocate General Balochistan and Additional IG CID Shabir Shaikh appeared before the bench today.

During the course of hearing, the attorney general submitted a sealed report on behalf of Military Intelligence (MI) and Inter-Services Intelligence (ISI) on the matter, in which the mentioned agencies pleaded for an in-camera briefing on court’s directives.

The additional IG CID submitted a detailed report on the murder of Domki family in Karachi.

The chief justice, in his remarks, said that the law and order situation in the province was worsening and dead bodies were found everyday. He said that the responsibility for maintaining peace in the area falls on the government.

He noted that even the security officials were not safe in the province. “Balochis are our own people and no one is outsider there,” he added.

Justice Khilji Arif, in his remarks, said that the Balochistan’s situation reminds us of 1971. “Statements won’t fix anything….practical implementation is needed to resolve the issue,” he added.

The court adjourned the hearing by declaring the additional IG CID immune to March 20.

looks like after US encouragement, the baloch separatists have become quite confident. This is the biggest challenge for the Pakistani state after Bangladesh, the situation after the first 4 operations didnt reach point of no return. And sadly no urgency from the government and military so far.

GENEVA: **Exiled Balochs have stepped up their movement at the international level with a highly visible and vocal presence this year at the 19th Session of UN Human Rights Council.

Pakistani lobbyists, Kashmiri and Gilgiti groups - both for and against Pakistan - are also active organising briefings and meetings, including interventions at the main UN debate on human rights issues, but the Baloch delegates are receiving the most attention from NGOs and delegates from various parts of the world.

This year’s session comes soon after the US Congressional hearing which led to the tabling of resolution in the US Congress by congressmen Dana Rohrabacher, Lousie Gohmert and Steve King calling for the right of self-determination of Balochistan.

The US government has distanced itself from the steps taken by these Congressmen but the move has buoyed Baloch diaspora groups who are now actively lobbying the lawmakers at the European institutional level for a similar move.

**Bharmadagh Bugti, who has sought asylum in Switzerland and lives a short distance from the UN Human Rights Council building, is regularly holding meetings here with delegates from different countries but many of these meetings are being kept a secret on the request of the visitors. His asylum case is still under consideration but he is involved in active lobbying for his cause.

At a well-attended briefing in Palais des Nations here hosted by Balochistan’s representative at the United Nations Mehran Baloch and attended by international observes, including Muttahida Qaumi Movement’s (MQM) delegation, a European Parliament member Richard Czarnecki MEP announced that he will table a similar resolution at the EU parliament soon calling for support of the Baloch nationalists. He told The News that he had the support of more than a dozen MEPs and his group will ask their respective law-making bodies to follow suit too.

The session was attended by many parliamentarians who didn’t contribute in the general discussion on Balochistan but their presence was important for the reason that it’s only now that a great deal of interest is being shown at the United Nations forum.

Human rights campaigner Peter Tatchell urged the International Criminal Court (ICC) to issue “arrest warrants against Pakistani military and political leaders” who are involved in “crimes” in Balochistan.

**He called on Pakistan’s civil society to join hands with Baloch groups working to highlight the issue at the local and international level. Mehran Baloch called on the UN Human Rights Commissioner to send a fact-finding mission to Balochistan to investigate human rights abuses there.

**He said the discovery of dead bodies was a “daily occurrence” and accused that the state agencies were involved in the “genocide” of the Baloch people. He said Rehman Malik’s claim that foreign hand was involved in Balochistan was discredited and called on the interior minister to present the evidence. He said the issue of disappeared people needed international attention and called on the UN member states to help the rights activists produce those who may still be alive.

MQM’s central Coordination Committee member Muhammad Anwar said that no international player was willing or intent on interfering in Balochistan issue and largely considered it Pakistan’s internal issue. He called on Baloch leaders to step down from the position of brinkmanship and consider options and ways of solving the issues through engagement and dialogue. He said everyone sympathised with the genuine Baloch grievances but shutting door of dialogue will not help anyone.

Pakistani NGOs representatives on this occasion called on equal rights for women in Balochistan and said that women were victims of both the military operation as well as the tribal traditions which held them back from the mainstream discourse.

If Pakistan can resolve the issue of missing people (of Balochistan) on its own, it still may get some goodwill from Balochistan. If they have to do that after international pressure, we will even lose that opportunity to reach out to the Baloch.

As far as Rahman Malik parroting international involvement in balochistan issue without providing any proof is being discredited at the international level.

In 2008 when the present government came to power, the Baloch separatists were willing to reconciliate and for that purpose they even did a unilateral ceasefire. In 2010 the policy of abductions, killing and dumping started. All these years the killing of Baloch separatists continued, and Rahman Malik kept on saying that no negotiations are possible with the terrorists. Now we have a situation in which the government wants to talk to the separatists, but the later do not want to negotiate as they have become quite confident due to the international interest in their plight.

**ISLAMABAD: The recent government offer for talks with Baloch nationalist leaders appears to be heading nowhere as most of them have rejected it, saying they have no trust in the rulers.

**“This is a trap and our leaders, including Brahamdagh Bugti, will not return; the government did the same in the 1960s when they invited the Baloch leaders for talks and later persecuted them. The rulers also tricked Nawab (Akbar Khan) Sahib,” Shahzain Bugti, a leader of the Jamhoori Watan Party, told Dawn.
**
**“Nobody trusts the government anymore, whether it is Interior Minister Rehman Malik or anybody else. Dictatorial policies of the past continue to dominate the current scenario in Balochistan.”
**
The interior ministry has ordered the chief secretary of Balochistan to withdraw cases against Brahamdagh, Harbyar Marri and Akhtar Mengal, but the nationalists described the move as double standards of the government.

“The point is that who will guarantee the deal; what happens if talks fail or the government doesn’t want to listen to anything,” said Mr Shahzain, a grandson of Akbar Bugti.

“Behaviour is the problem and Islamabad’s mindset is the main culprit; neither are we a colony of the federal government nor slaves.”

**Senator Hasil Bizenjo of the National Party said the government’s offer to withdraw cases against nationalist leaders was a “worthless move”. “The main issue is that most of them are not in the country and they don’t even recognise the writ of the state,” he said, adding that as long as the core issue of missing persons and dumping of mutilated bodies was not resolved, things would not move in any direction.

Shahzain Bugti, who is currently in Islamabad, is holding meetings with leaders of political parties to discuss the Balochistan issue. On Thursday, he met a US embassy official in a hotel.

Most Baloch nationalists have welcomed a resolution on Balochistan tabled in the US Congress and those who are abroad have vowed to approach the UN for a complete autonomy for Balochistan.

**“We have been cornered and anybody in such a situation will seek help from everywhere even if it leads to the UN,” Mr Shahzain said.
**
“But we are still with the federation and want to be with it. But a third force is developing which is against everything and will become stronger if the government fails to take measures for building trust.”

**He said building trust was not possible as long as “secret agencies continue to play a dirty role”.

An official of a security agency rebuked the accusations hurled by Shahzain Bugti and other Baloch nationalists.

**“Despite strong rhetoric against the federal set-up, Mr Shahzain can be seen roaming freely in the federal capital in SUVs, along with 25 guards, which makes his presence too obvious,” he said, adding that claims about 13,000 missing persons in Balochistan were all unfounded.
**
“Why is anybody not touching him in Islamabad?” the official wondered.

Mr Shahzain retorted: “This is my country and we have rendered sacrifices more than the agencies for it.”

While he blamed the security agencies and FC for all the ills in Balochistan, he had an unconvincing answer to the question about the rolling back last year of the Police Order of 2002 and allowing the Levies, which are under ‘Sardars’ (chieftains), to play a key role of maintaining law and order in the province.

He said the order replacing the Levies with police was an ill-conceived decision. “We have a system and tradition in Balochistan; Islamabad cannot impose new laws and change on us.”

In reply to a question about the issue of ‘Kalpars’ (people of the Bugti sub-clan expelled from Dera Bugti), he accused the federal government of interfering in the affairs of the Bugti tribe.

“Are Islamabad and petty government servants our uncles to dictate against the decision of Bugti jirga,” Mr Shahzain said, adding that elders of the tribe representing 150,000 individuals had taken a decision to expel 700 Kalpars.

“The will of jirga and the majority has to be respected.”

Shahzain Bugti, who is currently in Islamabad, is holding meetings with leaders of political parties to discuss the Balochistan issue. On Thursday, he met a US embassy official in a hotel.

Balochistan conflict is causing huge damage to Pakistan’s reputation

**Speaking at the UN in Geneva, British human rights campaigner Peter Tatchell has “condemned Pakistan’s intensified repression in Balochistan, urged the UN to send a fact-finding mission, called on the International Criminal Court to issue arrest warrants for Pakistani leaders and outlined proposals for military de-escalation and a negotiated political settlement in Balochistan.”

Mr Tatchell was addressing a panel being held in parallel with the 19th session of the UN Human Rights Council. He spoke alongside the Pakistani author Tarek Fatah and the Baloch nationalists and human rights defenders, Mehran Baluch and Noordin Mengal, on Thursday 8 March.

He outlined a six-point programme to deescalate the military conflict and secure a negotiated political settlement in Balochistan:

  1. Ceasefire and the cessation of all military operations, withdrawal of Pakistani troops and paramilitaries to barracks and a halt to the construction of new military bases and outposts – with independent monitoring and supervision by UN observers and peace-keepers.
  2. Release of all political prisoners and a full account of the fate of all disappeared persons.
  3. Open access to all parts of Balochistan for journalists, aid agencies and human rights organisations.
  4. Right of return of displaced refugees, restoration of their property and compensation for losses caused by the conflict.
  5. End inward colonisation of Balochistan by non-Baloch settlers.
  6. UN-supervised referendum on self-determination, including the option of independence.

Mr Tatchell stressed that these are proposals for consideration and debate; with any final decisions being a matter for the people of Balochistan.

“Pakistan is guilty of gross human rights abuses in annexed and occupied Balochistan,” he added.

“These abuses, which include torture and extra-judicial killings, amount to crimes against humanity and are illegal under international law.

“The International Criminal Court must issue arrest warrants for Pakistani political and military leaders who are implicated in war crimes and crimes against humanity.

“The UN High Commissioner for Human Rights, Navi Pillay, should head a UN fact-finding mission to Balochistan to investigate human rights abuses,” he said.

Mr Tatchell also made the following additional observations regarding human rights abuses in Balochistan:

“The disappearances and extra-judicial killings of Baloch activists continue unabated, despite claims from the Pakistani government and security forces that they have ended.

“In the last two years, these disappearances and killings have intensified. A new death squad, Tehreek-e-Nefaz-e-Aman Balochistan (TNAB) has emerged, apparently with the connivance or license of the Pakistani security services.

“According to the Asian Human Rights Commission (AHRC), in January this year alone 23 bullet-riddled bodies were discovered in Balochistan, with six of these killings being claimed the TNAB.

“From August 2011 to January 2012, 56 Baloch people are known to have been murdered and dumped on roadsides.

“The total number of extra-judicial killings since July 2010 is at least 271, reports the AHRC.

“The escalating human rights abuses in Balochistan are corroborated by the Human Rights Commission of Pakistan, Amnesty International and Human Rights Watch.

“It is in the interest of the people of Pakistan for there to be a military ceasefire and a negotiated political settlement. Human rights abuses in Balochistan are causing huge damage to Pakistan’s international reputation.

“The military occupation of Balochistan is costing Pakistan millions. It is a financial burden and drain on the Pakistani economy.

“The money spent of military garrisons and operations would be better spent on health and education for the people of Pakistan.

“Finally, one thing is certain: Like all people everywhere, the people of Balochistan have a right to self-determination. Self-determination is enshrined in the UN Charter.

“Pakistan can delay Balochistan’s right to self-determination - at great financial, moral, political and reputational cost - but the freedom of Balochistan cannot be denied forever,” said Mr Tatchell.

^ you and your little games. It has been such a long time since you have been keeping your fingers crossed, posting articles, praying that Balochistan separates from Pakistan. I don't want to blow the steam out of your balloon of wishes, but in reality, Balochistan is not going anywhere.......not now......not ever. The few hindu BLA target killers can do whatever they want, but Balochistan will inshAllah always be part of Pakistan and in another govt. will inshAllah progress.
