All my siblings and i had white-ish grey eyes when we were born… and over age have just developed into a rich blue… they also darken/lighten according to the season… 
Same goes for my daughters - both hubby and i have blue eyes although his are icy blue… both girls were born with icy grey eyes, and the older ones are darkening into a rich blue like mine… the younger ones’ are still cold as ice 
It’s a family thing i guess… blue eyes are in our family for many generations… maybe worth looking into and investigating to see what the family tree looks like
