Some of my elders (brother and his friends) use this term for those who have long or jhamooray baal (weird or curly or long hairstyle) instead of neatly cut .
The term was coined by PTV comedy show in Bhutto time? when there was a trend in 70's and even later in 80's to have weird hairstyle.

Heard that Kaghani bakras got weird hairstyles. One of our NCC instructir used to call cadets Kaghani bakre for their haircut.
