To be honest, do we blame them? I personally know at least 10 Pakistani families here, who had plans to visit Pakistan in the spring, but are stopped by their families in Pakistan and advised to make no plans to visit Pakistan atleast till halaat are under control. Full scale phaddas are expected after the elections.
In all this expected chaos to expect a foreign team to visit Pakistan is nothing but a pipe dream.
I know its bad for PCB and money loss and credibility loss etc, but hey, at least be a little intelligent and pragmatic about all this.
