Definitely. Any settlement for Kashmir must include all areas under Pakistani and Indian control. If this framework would move forward, this independent Kashmiri state would have to pledge non-aggression towards both India and Pakistan. Make the state into a Switzerland of South Asia - independent yet neutral.

While this plan might seem just/attractive; From a strategic perspective, I dont think its a viable option. If Kashmir becomes an independent state, we(the Pakistanis) loose a vital strategic connection with China.
