Yes. They is why it is very important to check the "about us" on websites and if they don't mention one thing about who they are then either they too new to the internet or are hiding something.

Also Prince MS ...your logic although not completely incorrect is based on a premise that the Quran will explain always how an order of Allah should be carried out. Which is somewhat questionable (this logic). For example,
1. PRophet SAW on several occasions mentioned that in order to understand islam we must follow him. The quran testifies to this repeatedly.
2. There are many instances when Hadeeth points out an order of the quran. Where as just by reading the quran one would not be able to even see that they are reading a "rule". E.g. The order of stopping the Suhoor for fasting. Prophet sAW in authentic ahadeeth is reported to say specifically explained what "khat al abiyad minal khat al aswad" meant. where as the most intelligent sahabi was caught comparing two wool threads of black and white color on when he should stop eating.
The quran talks about "Layalin Ashr" - Surah Fajr. Does it say which 10 ten nights are these?

So they work in conjunction and not one after the other.
