It is not new , Takht e Lahore & establishment decided after Bhutto that they will never allow to rule PPP in Punjab and a system works for it since 1985 .
Otherwise PPP was in dominating position to win 1988 ,2002 and 2008 elections in Punjab .

Before Zia , Establishment was Army + bureaucracy +few powerful rich people
Zia changed it into army alone with its agencies
