Going to public school is totally free. No tution fee at all, even books are free.

What does “confirmed” mean? In all the jobs I have accepted in the US, an exact amount of salary was provided (either monthly or biweekly). Provided, my jobs have not been commission based. So if someone just provides you a range, then something isn’t right.
Also, don’t forget about tax on your salary. That will account for 15% - 20% of every paycheck.

About schools, once you get an apartment, you are allowed to enroll your kids in the school district your apartment is in. All that is free (the tax is included in your apartment rent). But don’t forget, education isn’t completely free, stationary, clothes, lunch, all that adds up.

City of Chicago has a downtown and Devon street is about 20 minutes drive north of downtown. Devon i guess could be classified as middletown? The suburbs are outside the city limit and there are other cities outside chicago like Vilmette Skokie Des Plains Schomberg etc which are considered part of Chicagoland but they're not really chicago.
Nasty as in buildings and houses are 50-60 years old. They have old technology furnaces and radiators which rack up higher utility bills. This isnt necessarily a bad thing as people are living there and life goes on.
No clue about h1b kids education ebing free, I suppose if illegal immigrants kids study free it should not be an issue
Wilmette, skokie, Schaumburg, Des Plains are all considered Chicago suburbs

and energy efficient is not limited to their furnaces, but they have single pane windows, the houses are not as well insulated so takes more energ to keeo them warm or cool.

TDW is right. Please do some research related to confired job offer. If it is software engineer job you should have a contract which will specify your exact salary. You will not be issued a visa untill you submit your job contract.

I have lived in Suburbs of Chicago for 3 years. One of my relatives and some friends lived in Devon area. One lived in a home which was above a shop. There were burglary in his home two times in very short time span. I do not remember the extent of their loss, probably some jewerly and some electronics were stolen.

Burglaries happen everywhere, even in suburbs. On the contrary i've known people living at Devon for over ten years. No such thing over there.

They were not random . I came to know of many like that happening in and around that area. As I said I had some friends living in the area and working on their way out of that area.

Last comment I would not advise any of my friends or family to live in that area if they could afford to live somewhere in the burbs.

one thing more....those who r coming on H1 visa,what their wives do once they r in US? can they do some kind of job or no? r they allowed to drive? if yes then how can the license be obtained? please provide enough information in this regard.

My parents and other family have lived near Devon for about 7 years now. Its not the best of the area but its nice to be there when you first get in the country like Cheegum said. A couple months later when you are more familiar with the area and figured out what kind of apartment you can afford in what part of the city, youc an move elsewhere. But usually in the begining, people like the familiarity of shalwar kameez and sari worn folks walking around and paan spits over the walls. My sibs think its time for my parents to move (they live abt 10 mins away from teh busy area) but i guess they like the desi-pan for now.
Abt the wives of H-1 visa holders, most of the ones i know stay at home since they dont have work authorization. Only one of them have had her EA Card and she is about to start working.Not sure if htey can go to school either, hmmm.

They cannot work because they do not have work authorization. They are allowed to drive. The license is obtained by going to driving license office, filling out application, showing your immigration papers, passing a multiple choice test about driving, and then passing a driving test later on.
The visa is called an H4 visa.
