i am from germany as well, moved to the uk one year back but lived in germany for my whole life …
I still do get my stuff from there as Shiseido Make up things aint available here but i also use Jade for Foundation which is actually not bad …
I dun have fair skin so i cant really recommend anything for that as i am stuck myself when it comes to finding the perfect shade for my skin tone cuz i alsways have the problem that whatever i use i look way too dark after a while .. 
But maybe u should use a good Primer before u apply ur foundation …
