its her sister that matters more , what she wants is what should happen. Taking action against her wishes might actually worsen the situation.
The second suggestion was incase she said she doesnt want anything done and the guy does it again.
Going to the principal might lead to her sister getting alienated from others students because of the resultant action, if her sister feels this is the case and she wants to be patient then she should listen to her. If her sister wants to take action then beat the crap out of the ***** . Simple
