Well the other places they will go is Afghanistan, or they will filter into the settled areas. The settled areas will be difficult for them to operate in as there is a strong police, FC presence etc. It will also be more difficult for them to train, as it is more difficult to not be spotted in places like Peshawar etc.
We seem to be going in circles. The thing is that the existence of safe havens in NORTH WAZIRISTAN has meant that there is always a place for these terrorists to hide out in, which is why the war in FATA has failed. If we deprive these people of safe havens, they will not have place to run too. They not only need to control NW, they need to control all the agencies of FATA and stamp them out completely.
