Well, it is a lot more complex than that. In Switzerland, every household owns guns, but violence is pretty non-existent there. Whereas, in places like the USA, illegally obtained guns result in massive violence and murders.
I don’t believe that both are related, i.e., Politeness and being Armed.
The violent behavior comes from within for psychological reasons and so does being polite. As a matter of fact, “politeness” and “violence” are two extremes of the same psychological carriage.
What makes a society polite is not how little or how many arms are present, but how does the environment within that society nurtures these two opposing attributes of the same counterpoise.
