U.N. Secretary-General Kofi Annan is urging donor nations to give generously to Iraq’s reconstruction, saying rebuilding cannot wait until there is a sovereign Iraqi government.
He told an international donors conference that opened in Madrid Thursday that Iraq demands “urgent attention now.”
Alluding to differences between the United States and countries that opposed the U.S.-led invasion - including France, Germany and Russia - Mr. Annan said reconstruction cannot be "deferred’ until the security situation improves and the political process to restore Iraqi sovereignty begins.
No official goal has been set for the two-day conference, but a United Nations-World Bank report estimates Iraq will need more than $36 billion for infrastructure projects over the next four years.
America is getting out the begging bowl because she can no longer afford to maintain the dire situation for which she is solely responsible, and is costing her nearly $90 billion a month. Such is her desperation that she has called in the UN, an organisation that only a few months earlier she was describing as defunct and unnecessary. The reason is obvious, the UN is hapless when coming to security and military issues. Their strength is in humanitarian aid and your brothers in Iraq need it. Unfortunately the “brave Iraqi resistance” is killing every aid worker they can find and making it difficult to get them any help.
