Reading your post leads me to believe that you do not understand the strategy employed by the arabs. They know and understand that they cannot win armed conflict via conventional means and hence guerrilla wars. The object of the war is to defeat your enemy. If it can be achieved by guerrilla war, than why not?
Also, i am well aware of the history. You do not need to point those dates out. Plus they are 30 plus year old.
You can defeat your enemy if you don't care about the damage to civilians and civilian areas. Any country faced with extinction would do that. The US could bomb Iraq to oblivion today and be done with it. Israel could unleash the full might of their armed forces and destroy Lebanon. But in smaller conflicts they are more cautious and the guerillas hiding in and attacking from civilian areas without any military command structure, codes, rules or uniforms can inflict damage as we are seeing in Iraq and as happened last year in Lebanon.
If a country was fighting for its existence they would have to do anything at their disposal. At that point you don't care. If a country were to preemptively attack a country, they probably wouldn't get away with it. But if they were being attacked and defending themselves there may be no other choice and they probably would "get away with it". That's the problem when wars are being fought by militias, there isn't the command structure to surrender to a superior army.

What do you call the killing of civilians by Israel in Lebanon? There were no militia group in most of the places they bombed? Also, US uses a nice word called collateral damage for all civilians killed.
