When that person is also very powerful he becomes worth trying to influence. Pakistan needs to try and make sure Advani is as unhostile to pakistan as possible in case he one day takes power again - besides which, Pakistan can at least try to persuade him away from hard line policies.
I fully support the government's actions, because snubbing Advani would not be in Pakistan's interest.
Incidentally, while he was implicated in the assasination plot on the Quaid, the allegations were never proven in a court of law, I believe.
