Neem paste is grind dried neem leaves to a powder, mix with enough rosewater to make a paste. Luckily I have a neem tree just outside my house so I take a branch or two let it dry and then make the powder which usually lasts for a month but if not you can buy neem powder too? I guess its available at stores
