There is no American military in Iraq, so it is the job of the Iraqi security forces to secure their cities. Iraq has been on a buying binge with advanced and low-cost weapons, so it is time that the govt asserted itself. I am thinking that the sectarian Shiite vs sunni (maliki is becoming dictatorial each passing day) has to do with this.

No US military now, but we need to keep in mind that there was no Alqaeda in Iraq before the invasion.
