It refers to the millions of ordinary Pakistanis who hate the person who committed the proliferation, and is the president right now. It is not 'it' who proliferated, it was Musharraf, and his pawns.

AQ Khan is not my hero: Mukhtar

Defence Minister Chaudry Ahmad Mukhtar said on Wednesday that though the nation considered Dr AQ Khan its hero, he did not consider him one, as he knew a lot about him.**

Talking to Waqt TV, Mukhtar said lifting restrictions on the movement of the nuclear scientist could pose threats to his life.

He said the Pakistan People’s Party wanted a civilian president and the Senate election would have to be waited for to impeach President Musharraf.

Referring to US unilateral strike inside Pakistan, he said the US had mistakenly attacked Pakistani areas.

I am not sure you have seen the area or know about fire fight in close proximity. The incident took place within 100 yards from three positions: the position of Afghans, Talibs, and Pakistani post.

If NATO brought in air-power the mistakes would be made.

However this thread is about AQK. I think Pak government needs to decide about him and soon. The way he talks, he should be either given to IAEA for further investigation. Or he should be put back under house arrest.

If he is given to IAEA, and the investigations prove that some pakistani generals were involved, then they all should be punished by International crimes court. AQK will obviously be punished unless he becomes a "witness". That would be something. A Pakistani HERO to be a prosecution witness against Pakistan army. Wow. That will be pinnacle of AQK's life! sitting in Hague telling all the secrets of Pakistani Nuclear program. Whatta hero!

Read Pakistani and Indian war history. There are several incidents of friendly fire.

Afghan or Iraq war has more air power used on small irregular insurgents. Thus the chances of mistakes are much higher compared to the wars where armies fight with pre-determined battle plan.

Remember Murphy's Law ("If anything can go wrong, it will") was invented by the military guys.

In the heat of a battle, the dust, the smoke, the sound, etc. overwhelms even experienced soldiers. And sometimes in the confusion ground or air troops fire at their own position.
