No basis for this as far as i know. From what I've read, if a person doesn't pray AT ALL and starts praying lets say when they're 20, then they do not need to make up all the prayers for the 5-7 years. "Umar qaza" to the best of my knowledge has NOT been mentioned by the Prophet or by his companions.
However if you do pray regularly but miss salah sometimes then you should make them up as soon as you remember.. this is what the hadith talk about.
