The only way to get the military out of politics and back in the barracks is people power... If the People rise up against the military, and refuse to back down until true democracy is instituted, the Army would have to eventually capitulate.
Otherwise, it will depend on the Democratic govt. If the democratic govt can win the confidence of the people, it will be nearly impossible for the Army to take over ever again.
