Here you can find graph of Pakistan electricity production from 1984 to 2004. From here you can find out that in 1988 … Pakistan electicity production was around 40 M KWh … and during NS and BB 11 years rule, production increased to around 60 M KWh .. or around 50 percent increase in 11 years (most of them was from oil and gas. Only 2 M KWh hydro power electricity got added during this 11 years).
Where as by 2004 … or after 5 years of Musharraf rule, electricity production was already 30 percent higher than 1999. You can also see that after 1999, most of increase in electricity production is hydro … and that I believe most likely is due to various small dams that Pakistan built during those years (and as it takes time to build dams, that is why most increase in electricity production happened in 2003 (addition of around and than 2004 … In 2005 … 8 M KWh was added (that I can show from different site (given in wikipedia) … increasing electicity production to 88.5 M KWh).. or 43 percent increase over 1999 … most of it, mostly from small dams got added to Pakistan electricity generation capacity (in 6 years).
Now for comparison:
