There are and will always be differences in educational qualifications of different leaders around the world.
Great Zaradri, the President of Pakistan is democratically elected, by the people for the people of Pakistan. Whereas PM Manmohan Singh was an afterthought by Sonia Gandhi, as people of India chose Sonia Gandhi to lead them not Manmohan Singh. How quickly people forget.
