This is gimmick for getting an expected false result. They say up 13% making it as a huge issue needing to be reported.

Ideally and philophically, even one is far too many but 647/18000,000 = 0.000035%

The media and biased minds are the problem here. OP is one of them.

More people die of other reasons like traffic accidents, drunk driving and infectious diseases and the reason media does not highlite those is because they want a particular group of people feel low of themselves.

So 647 is acceptable number for you?
