I’m not sure and maybe Iraj can clarify but I think she means that when we have done everything in our power to achieve something and still we are not successful in our efforts, we must then accept that there is a Greater Power in control of our lives and thereby strengthen our faith in Allah for it can only be Him.
So if a dua is not answered, it is another way that Allah swt is reminding us to believe and have faith in His power; a reminder that only that which He wills can happen.
