why can’t the BCCI bring sub-par stadiums to international standards with even a small percentage of the enormous mountains of cash they have piled up, instead of using it to turn the likes of Parthiv Patel into millionaires?

That is absolutely true. With the amount of cash BCCI has....India can build at least half-a-dozen world-class stadiums dedicated to Cricket.
Mohali is just one example of how cash can be used to transform a swamp into a good cricket investment.
