It's a risky but a brave strategy, if you think about it. A couple of Power-Plays are still remaining at this moment, and when you bring your best bowler on during these conditions, the mindset of batsmen becomes such to hit the ball out of the park, which, sometimes, can produce a quick wicket or two.
A really benefitting option to take power-play at this stage of the game.
