All loans taken which incur interest are haram. Therefore Pakistan should immediately default on all these loans.

Mr Godfather, In Islam where does it says that you can take loan on "interest" but when come to repaying back, call interest haram and refuse to pay it??

I am sorry to say that your intentions are no where near common trading standards, let alone Islamic teachings which demands much higher standards.

The loan is not allowed to be taken in the first place if there is interest attached on it.

But beacuse the loan has now been taken by previous governments any sincere Islamic leadership would not honour any contract which was haram either in its origin or in its content. In this case both apply.

It was haram to take the loan in the first place. It is haram to continue to pay interest and honour the haram contract.

Insaaniat, your last comment makes no sense to me.
